The National TIM Responder Training Program was developed by responders for responders, and was designed to promote consistent training of all responders to achieve the three objectives of the TIM National Unified Goal (NUG):
The target audience for this course is all TIM disciplines, including: Communications, Emergency Management, Emergency Medical Services (EMS), Fire/Rescue, Law Enforcement, Towing and Recovery, Hazmat, and Transportation/Public Works.
The Nevada TIM Coalition has held hands-on TIM exercises for Las Vegas Valley responders. This multi-disciplinary, dynamic training has included work zone traffic control, hazmat spill containment, responding to a mass casualty major incident with fatalities, and other dynamics.
The focus of the Nevada TIM Coalition is to facilitate a realistic crash reconstruction to demonstrate TIM best practices and the roles of first responders at crash scenes. The Nevada Traffic Safety Summit is an annual event held in the latter part of the year (September. October, or November) and is held in either Las Vegas or Reno in alternating years. There has been a Traffic Safety Summit held in Elko, Nevada in 2024 and other locations will be identified and coordinated. The Responder Safety Learning Network has developed a video about the dangers and recommendations for working near active traffic during incident response. This video highlights a more recent term that has been used called the Zero Buffer Zone which is the area between the corner of the blocking vehicle and the lane of active traffic.
This was also highlighted during the February 2022 Colorado Talking TIM webinar about vehicle parking and working around the area of the Zero Buffer Zone during incident response.

Las Vegas Fire and Rescue, along with other first responders, participates in the Nevada Traffic Safety Summit held in Las Vegas on October 19, 2021. We are grateful for those that gave of their time as well as offered their skills & talents to make this another successful event.
A SHRP2 4-hour TIM Training class was held on March 10, 2021 for the Department of Wildlife. This training was invaluable to this department as along with their other duties, they also work vehicle crashes. In 2021, there were 430 first responders trained throughout the state.
The Nevada TIM Coalition will continue to focus on training, multi-disciplinary demonstrations and exercises, and other activities in order to bring attention to responder safety. The Nevada TIM Coalition thanks all for their continued support and participation.
Traffic Incident Management (TIM) involves an organized, collaborative, and proactive approach aimed at identifying and clearing roadway incidents safely and efficiently. TIM practices minimize traffic congestion, increase motorist and first responder safety, and reduce the likeliness of secondary incidents. To enhance the integration between Traffic Incident Management (TIM) and planning, NDOT, in collaboration with RTC FAST, has developed TIM Diversion Route Plan Sheets for six critical points of failure throughout Clark County. These Plan Sheets are reviewed and revised frequently to ensure resources are planned and allocated, roles and responsibilities are defined, and stakeholders are prepared in the event of full road closures impacting the ingress and egress for the Las Vegas metropolitan area. Below are the maps of the Diversion areas.
